California Budget: Time for Real Solutions
Conference Committee Approves Responsible, Compromise BudgetOn July 9, the Conference Committee of the legislature passed a budget that includes both substantial cuts and substantial new revenues. The budget is painful but avoids the deeper and more damaging cuts proposed by the Governor, restoring 2.5 billion to education and 1.8 billion to health and human services. Governor’s May Revision: Power Grab Again
Finally conceding that the budget deficit cannot be closed by cuts alone, the Governor released a May Revision that is a combination of deeper cuts, more borrowing, and a scheme to securitize the state lottery. Just when we thought all of the smoke and mirrors ideas had been used up, the Governor introduced yet another scheme to borrow from the gas tax, future lottery earnings, and various special funds. To add insult to injury, Schwarzenegger has wrapped it all up with a power grab proposal which would give him unprecedented power to ignore the Legislature, cut any programs he desires, and cap future spending.
